A proud graduate of Albany State University with a Master’s degree in Criminal Justice, Jamall brings a unique perspective to his role, fostering growth, sustainability, and lasting client relationships.
With a deep dedication to quality, safety, and client satisfaction, Jamall has been instrumental in propelling BC Companies toward long-term success. A business owner since the age of 27 and now a co-owner of BC Companies, he has honed his skills in operating excavators and skid steers, managing multiple crews, concrete finishing, and demolition. His reputation for punctuality and efficiency ensures projects are executed seamlessly, meeting and exceeding expectations.
Among his notable accomplishments, Jamall boasts 12 years of perfect attendance throughout his school career and holds immense pride as a member of Phi Beta Sigma Fraternity. Beyond his professional achievements, he cherishes his role as a devoted husband and father to two wonderful children.

AWith over a decade of experience in commercial construction management, Tyler is a seasoned leader currently serving as the Vice President of Operations at BC Companies. His career spans a diverse range of roles, from Superintendent to Project Manager, Senior Project Manager, and now as the VP of Operations, where he oversees the strategic direction and execution of high-profile construction projects.
Tyler brings extensive expertise in managing complex commercial projects, having successfully delivered a variety of project types, including design-build, interior and exterior renovations, (vanilla) shell constructions, big box retail builds, façade renovations, and ground-up developments. His hands-on experience at every level of construction management has enabled him to streamline operations, improve efficiency, and drive exceptional results for clients.

Scott Seelye
Project Manager, BC Companies LLC
Scott Seelye serves as a Project Manager at BC Companies LLC, bringing extensive experience in commercial construction, ground-up development, and large-scale renovation projects across multiple sectors. With a strong background in both field operations and project management, he has successfully led projects nationwide, supporting complex builds in retail, medical, municipal, federal, and communication infrastructure environments. His background also includes ownership and management of his own construction company, where he delivered numerous commercial projects including retail builds, office tenant improvements, and nationwide infrastructure upgrades.
Scott’s experience extends into telecommunications and infrastructure development, where he managed design-build projects supporting major communication networks and facilities across the country. This includes work with major providers and nationwide asset programs, demonstrating his ability to manage complex, multi-location projects with consistency and efficiency.
He is OSHA 30 certified and proficient in industry tools including Microsoft Project, Bluebeam, Raken, Buildertrend, and PlanGrid. His technical knowledge includes estimating, quantity takeoffs, shop drawing review, and jobsite tracking, providing him with a well-rounded skillset that supports both field execution and project oversight.

Devlon L. Blankenship
Site Superintendent, BC Companies LLC
Devlon Blankenship serves as a Site Superintendent for BC Companies LLC, bringing extensive field experience in commercial and residential construction with project exposure up to $70M. With a strong background in subcontractor coordination, schedule management, and project closeout, he plays a critical role in overseeing day-to-day field operations and ensuring projects are executed safely, efficiently, and in accordance with plans and specifications. His hands-on leadership and ability to manage critical path activities support successful project delivery across multifamily, utility, and high-end finish scopes.
In his role, Devlon is responsible for managing jobsite operations, including coordinating subcontractors, enforcing project schedules, overseeing quality control, and driving punch-out and turnover activities. He works closely with project managers, trade partners, and inspectors to maintain alignment with project goals, ensure compliance with specifications, and resolve field challenges in real time. His expertise in site logistics, material coordination, and manpower planning allows him to keep projects progressing efficiently, even in fast-paced or complex environments.
Devlon’s experience includes serving as a superintendent across multiple disciplines, including plumbing, site utilities, and finish trades. He has led field operations for large custom residential projects, coordinating all phases of plumbing installation from underground through final inspection, as well as managing production, manpower, and trade sequencing to achieve high-quality, zero-defect turnover.
He has also managed architectural finish projects, overseeing multiple concurrent installations and coordinating closely with general contractors and subcontractors during critical finish phases. His responsibilities included field verification, fabrication coordination, delivery scheduling, and punch-list completion to ensure project quality and timely delivery.
Earlier in his career, Devlon supported large-scale multifamily developments, leading final punch-out and turnover on a 397-unit project while coordinating subcontractors and ensuring all work met design specifications and quality standards. His background also includes extensive experience in site utilities, trenching, and underground work, as well as technical installations within industrial environments, including work at major facilities requiring precision and compliance with strict safety standards.
In addition to his field leadership experience, Devlon previously owned and operated a construction business, where he managed contracts, scheduling, and project execution for property development projects. He also brings federal experience as a Construction Analyst, performing field inspections, cost estimating, and compliance verification for disaster recovery projects, along with earlier experience in DOT and municipal inspection for grading, utilities, asphalt, and concrete.
Devlon holds a Bachelor of Science in Management (HR), an Associate Degree in Industrial Electronics, and a Welding Certificate, and is a Licensed Journeyman Plumber. Bernard E. Oostra
Senior Estimator, BC Companies LLC
Bernard Oostra serves as a Senior Estimator at BC Companies LLC, bringing over 25 years of construction experience across a wide range of project types including industrial, retail, medical, multifamily, hospitality, and residential development. With deep expertise in hard-bid, GMP/CMAR, design-build, and conceptual estimating, he plays a critical role in leading preconstruction efforts, developing accurate cost models, and supporting successful project pursuit strategies. His comprehensive understanding of both civil and vertical construction scopes allows him to evaluate risk, optimize budgets, and deliver competitive, well-developed proposals.
In his role, Bernard leads full-cycle estimating efforts, including scope analysis, quantity takeoffs, subcontractor solicitation, bid leveling, and cost validation. He works closely with project managers, clients, and trade partners to develop detailed budgets and ensure alignment with project requirements, schedules, and financial goals. His ability to manage complex estimates across multiple project types supports BC Companies’ ability to successfully pursue and execute large-scale, multi-trade projects nationwide.
Prior to joining BC Companies, Bernard served as a Senior Lead Estimator with Catamount Constructors, where he led estimating efforts on major commercial and industrial projects for a nationally recognized ENR contractor. His portfolio includes large-scale developments such as a 1.1 million square foot industrial warehouse in Jefferson, GA ($36.1M), a $55M Carvana facility, multifamily developments, medical facilities, and design-build industrial projects.
He also held the role of Estimating & Purchasing Manager with Trilogy Investment Company, where he managed estimating and procurement functions for residential development projects, leading subcontractor buyouts and supporting underwriting and budgeting efforts.
Earlier in his career, Bernard held senior and leadership estimating roles with top general contractors including EMJ Corporation, PWI Construction, and Simac Construction, where he managed both competitive and negotiated bids across retail, hospitality, government, and tenant improvement projects. His experience includes value engineering, contract development, subcontractor negotiations, and implementing process improvements such as transitioning estimating systems to digital platforms, resulting in measurable cost savings.
In addition to his construction career, Bernard is the Founder and CEO of Zero Energy Developments, Inc., a company focused on high-performance, net-zero residential construction, where he oversees business strategy, land acquisition, trade partner development, and construction operations.
Bernard’s background also includes experience in financial services and business ownership, providing him with a strong foundation in financial analysis, investment strategy, and operational management. In her role, Camrie assists with scope review, quantity takeoffs, and cost analysis, working closely with project managers, vendors, and subcontractors to gather pricing and ensure bids align with project specifications. Prior to joining BC Companies, Camrie served as a Logistics Manager for SHOA Logistics, where she directed daily operations for frac sand transportation, overseeing scheduling, fleet coordination, and route optimization to ensure efficient and timely delivery to job sites. She monitored performance metrics, maintained compliance with DOT regulations, and coordinated closely with field teams and customers to maintain productivity and operational efficiency.
She also previously worked as a Loan Clearance Manager at LoanDepot, where she managed the loan clearance process, ensuring all documentation met underwriting and compliance requirements prior to closing. In this role, she collaborated with loan officers, underwriters, and clients to resolve outstanding conditions, demonstrating strong attention to detail and organizational skills.
Earlier in her career, Camrie gained construction-related experience with Kornerstone Kitchens & Baths, where she supported project coordination and design. She created 3D renderings for kitchen and bath projects, guided clients through material selections, and assisted in managing projects from initial planning through installation and completion.
Camrie holds Associate Degrees in Finance and Marketing from Monroe Community College and Bachelor’s Degrees in Finance and Marketing from Empire State University, providing a strong foundation in budgeting, cost analysis, and business operations.

In her current role, Mercedes is responsible for material procurement and inventory management, including ordering project materials, tracking deliveries, and maintaining inventory levels to support ongoing operations. Additionally, she maintains organization across BC Companies’ operations by managing digital file systems through platforms such as OneDrive and Teams, coordinating travel and logistics for project teams, and supporting communication between internal staff, vendors, and project teams. Known for her strong attention to detail, organization, and ability to manage multiple priorities, Mercedes serves as a central point of coordination between office operations and field execution. Trinity Evans
Office Administrator, BC Companies
Trinity Evans brings a strong background in construction administration and corporate support, with experience across both operations and accounting. She began her career as an Executive Assistant supporting ground-up storage facility projects, where she assisted with job setup and accounts payable. She later worked at Yancey Bros. Co. in both the Safety Department and Accounts Payable. Trinity went on to manage day-to-day financial operations for a landscaping company, including payroll, accounts payable, and accounts receivable.
At BC Companies, Trinity serves as Office Administrator, where she plays a key role in supporting both field operations and executive leadership. She oversees accounts payable and receivable processes, coordinates project documentation, tracks subcontractor and vendor compliance, and ensures accurate job cost reporting. She works closely with BC Companies’ accounting firm, T.D. Connally & Associates, to support financial reporting, maintain accurate records, and ensure alignment with company financial practices. Trinity also manages communication between project teams, vendors, and accounting, helping to keep projects on schedule and financially aligned.
